After looking at the comments, I had more of an idea of how she constructed it. After sewing the three strips together, I used the Craft Passion Face Mask Pattern type A (Normal Face Mask). I will show you basic construction, but it's best to click on this link to print off the pattern and receive the correct instructions to make the face mask.
Instructions:

* Match the orange and yellow colors as close as possible to reflect candy corn colors.
With the two long sides facing each other (right sides facing together), pin and sew the yellow and the orange with a 1/4 seam allowance. Repeat with the white and the orange strips. Yellow is the bottom, white is the top.

Iron nice and flat.
From here, you will decide what type of Craft Passion Face Mask to make. Here are the options:
Type A - Normal Face Mask. That's two layers sewn together. That is what I made.
Type B- Face Mask w/ Pocket. For a filter insert.
Type C- Add on a removable nose wire to Type A and Type B.
* I would recommend a nose wire to help with glasses from fogging and to help prevent the mask from shifting when talking. I need to add a nose wire to mine as it moved.
*Tip: From a previous mask that I made for my husband likes a long strip of fabric that is sewn on each side and ties in the back, rather than the one that goes around the ears. It holds in place wonderfully and he doesn't bother adjusting it as much while at work. Cut enough fabric to sew to the sides and gradually taper it down for the end (as shown in the picture). Make long enough to tie behind the head.
