I was confused as to what they were used for until I joined a few cloth diaper groups and discovered the reason.
A flannel liner is a great way to protect the cloth diaper from diaper ointment that can hurt diaper functionality, allowing you to use the diaper ointment of your choice. For poopy messes, throw the liner away or better yet, drop the poo into the toilet and place liner in water to soak or rinse out, washing with cloth diapers laundry.
